U.S. and British nuclear submarines know they have a significant quality advantage over Russian submarines. This assessment is based on the demonstrated ability of U.S. nuclear submarines to detect and monitor Russian nuclear submarines covertly in undersea operations. Recent unexpected detections of Russian nuclear submarines by U.S. nuclear submarines raise concern that Russian submarines are “catching up” to U.S. nuclear submarines. In parallel, U.S. counter espionage reveals that a U.S. submariner who works in the U.S. submarine communications control center, has turned and is spying for the Russians. In coordination with the British, the U.S. conducts an undersea test vis-à-vis the Russians that reveals that the U.S. still retains a large qualitative advantage over the Russians. However, U.S. submarine communications have been compromised, and that needs to be addressed. Because of the upcoming SALT II talks in Reykjavík, the U.S. is concerned that the Russians need to know how great the U.S. undersea advantage is—that they would lose in a scale-up escalation toward nuclear war. To assure that the Russians know of our level of undersea superiority, an undersea exercise is planned to demonstrate U.S. superiority, with a British nuclear submarine “playing Russian” in the exercise. In support of that objective, the known compromise of U.S. submarine communications will be exploited to draw the Russians into closely monitoring the exercise. The exercise has the desired result of informing the Russian leaders of U.S. undersea superiority, but conservative rebel politicians in Russia decide on drastic action to prevent the emerging Russian progressive leader from giving in to the U.S. and ending the Cold War. The rebel Russian faction covertly plans a Russian submarine operation to attempt to sink a U.S. missile submarine on patrol in the Pacific. The progressive Russians find out about this operation (but not the specifics) and send a Russian submarine that supports the progressives to monitor the rebel submarine operation. The U.S. finds out about the operation also (without specifics) and sends a U.S. submarine to monitor the rebel Russian submarine. The three submarines converge with the U.S. missile submarine to provide an exciting conclusion.
