In a dark and twisted version of Victorian England, a war rages between two sets of siblings. Silas, the ruthless dictator of Londo City will do anything to maintain control, while his younger brother Gabriel, a beloved physician, longs for a kinder world. When the rebels start a riot that nearly kills Joanna, the only person who can help is the enigmatic doctor. Secretly in love with Joanna, Gabriel uses an untested medical procedure on her. When Joanna learns the truth, she insists that Gabriel tell her everything—including who he really is. But Gabriel knows that if he reveals his true nature, he will lose Joanna forever.

As the rebellion rages, Joanna and Gabriel are forced to make a painful choice: succumb to their forbidden feelings for each other and forge a new future—or remain loyal to their own kind?
